Should we enact laws or child welfare policies to protect a fetus and newborn babies from drug using parents?

Ask the kids who are suffering through their life with birth defects cause Mama wanted to smoke crack while pregnant. I think they should be forcibly sterilized if they refuse treatment. How many of them are on welfare and using the money for their habit and then the long term health care of the poor child. This comes down to a state level problem. The child being removed and put where, foster care? This is why they need sterilization, the cycle will continue.
