Is Jay Bruce worth a fantasy baseball pick up in a 9 team, 5-5, roto league?

In a nine team league the waiver wire should be full of solid players so you can plug in pitchers playing terrible teams or make sure that you are not falling behind in any of your positions if a catcher or SS has a day off. Maybe if Bruce is called up and starts to hit then he is worth a pick but right now he would just be taking up space on the bench you could use for someone who could be helping out your team.
