What temperature & pressure is needed to convert CO to CO2 in the presence of excess oxygen?

The autoignition temperature is 609 C. This is the minimum temperature at which CO will burn spontaneously in the presence of O2. The flash point, however, is -191 C (one of the lowest that I know) which is the minimum temperature at which it will burn with O2 if ignited externally (i.e. when there is a spark or some other source of sudden energy).
