Who is at fault in the state of CA?

There are two cars at a light they rev there engines like there going to race. There are two cars behind them. One going normal speed and one sped to catch his friend. The left lane car ahead slows to change lanes the car in left lane trying to catch his friend gets clipped in left front side panel close to headlight sending the left lane car into a 360 spin on to on ramp totaling his car. In the state of CA who is at fault?
